eService Upgrade to OUI

in Siebel System Admin, Install and Upgrade (MOSC) Question

Hello experts,

What is the process to upgrade eService SI (IP15) to eService OUI (20.x)? I understand from process perspective we will install the IP17 base and then 20.x but how to port the existing heavy eService customization to OUI with minimal impact to users? We have vast DVM rules and should we refactor all those DVMs to JavaScripts? Any best practices or recommendations?
