Is Oracle R 12.2 Data Security functionality available on Receivables Transaction Search and Entry F

We have a requirement to restrict the access of some users, so that they can only Search or Create AR Transactions for their own department. Now one user can be allowed to access multiple departments. Note we are proposing to hold the department in a DFF on the AR Transaction Header.

There are around 70 Departments, and setting up MOAC for this would be a massive job, from set-up, but also testing, and is a bit of a sledgehammer to crack a nut.

This is for Local Government, so we have looked at Sub Ledger Security and this will work, however, the user would have to switch Responsibility to change department. Which they are not too happy about.
