Looking for a complete set of Documentation

Hello,

I was wondering why there isn't a complete set of documentation available in a single zip-file?

As a example: For the database you find a complete set of documentation at: https://docs.oracle.com/en/database/oracle/oracle-database/19/zip/oracle-database_19.zip

We need it because we work in a evironment where we don't have internet access and sometimes

some of the commands and examples could be very handy but typing is error prone and takes too long.

Perhaps I'm just blind?
