How do I Setup same item number in two branch plants with different unit of measure conversions

I am expanding production to a Mexican plant and have both ingredients and products with different UOM conversions.  One group in pounds for US, and another group for Mexico that is Kilograms. Currently we have the primary unit in pounds and the secondary in Kgs and that works fine for sales but we are going to start manufacturing in Mexico now and that has been a problem for us.  What is the best practice for resolving?
