Creating BillTo Site in Locations form has FRM-40200 error

when creating BillTo Site, we cannot uncheck "ShipTo" & "Receiving" checkbox, please advise if anyone has work around.

System prompts "FRM-40200 field is protected against update"

We on release 12.2.7
