New Dashboard Tiles - thoughts on what I did wrong?

Hi -

I know I can open a ticket on this but thought I'd see if anyone here could spot it first.  We are implementing the new Personal Details and Payroll Dashboard Tiles. In the first environment I set them up in I apparently did it correctly but missed noting a step. In test and production I'm getting a left nav that I don't have in dev and I don't want.  I can't take away navcoll security because we do still have some functionality that uses nav collections.  By the way - I'm logged in as a PeopleSoft Admin in both environments.
