When Generic /Plant Resource are marked for purge, Can't we Inactivate them at Plant resource?

Hi everyone

Just want to clarify, When Generic/Plant Resource are marked for Purge.We cannot check Inactive check box? I tried that it Says "Field is protected against update".

i have removed Mark for Purge in both Generic/Plant resource, Now am able to check the Inactive Check box at Plant Resource. I would like to know, whether this is standard functionality? If so, it described anywhere.
