Approver not receiving email for PR approval when PR is created in a different business group

A particular user is setup as active employee in Business Group 1 and ex-employee in Business Group 2.

He is quite high up in rank and wants to receive email notifications for purchase requisition approval from both business groups.

But he is not receiving email notification for Business Group 2.

Any idea if this is achievable through standard configuration or if customization required then what is the name of the workflow which triggers email to approver for PR approval?
