Disable Add Contingent Worker by HR Specialist going for approval

Since upgrading to R20B, when using the Add Contingent Worker (My Client Groups) function by an HR Specialist, the transaction is going for approval. We only want this transaction going for approval when a manager adds a contingent worker. How do I ensure that any transactions submitted by a user using the Human Resource Specialist role that it do not ever go for approval (we have created a custom role which is a copy of the seeded role).
