Customizing the Print Document LoV in Shipping Transactions form (WSHFSTRX)

We are trying to enhance our system with a focus on user friendliness. A big pain point for many of our users is the shipping transactions form which can be confusing in some cases.

One enhancement that we are trying to implement is to have a custom, limited list of values used on the "Print Document" button in the Trips view. Our different branches and plants use various reports for different purposes. At the moment the full list of document sets is displayed for all users and responsibilities, which contains dozens of entries.

I'm thinking it might be possible to do this using a custom code personalization on the form, but I'm hitting errors when trying to do so. For instance I have the following personalization actions:
