Onboarding - Uploading Benefits forms

We're implementing Onboarding. We want to have employees be able to upload their paper benefits enrollment documents and validation documents like marriage certificates and birth certificates. We know these documents can be pushed out on Documents pages and that users can also upload documents on the Attachments page. But it isn't convenient for Benefits administrators to access these documents. Ben Admins shouldn't have to go to the Onboarding Documents area to retrieve their benefits-specific docs. 

We're exploring the possibility of adding the eBenefits Upload Documents page into Onboarding. The issue with this is that the options there (Marriage, Divorce, Adoption, etc) don't neatly fit within Onboarding. (All those options are related to a family status CHANGE but in Onboarding, we're just initializing the data / enrolling, not changing.)
