drolkUS.dat not installed

We have recently upgraded a database from 12.1.0.2 to Oracle 19c .

After the upgrade Oracle Text  index rebuild is failing  with following error.

DRG-11422: linguistic initialization failed

DRG-11446: supplied knowledge base file

C:\oracle\product\19.0.0\ctx\data\enlx\drolkUS.dat not installed

This file C:\oracle\product\19.0.0\ctx\data\enlx\drolkUS.dat  is already exist .

Has anyone experienced this issue ? If So , Can you share your experience of fixing this issue ?
