ORA-14902: Instance has not been configured for application continuity

In RAC, service created with failovertype as TRANSACTION and when trying to connect using the service it throws ORA-14902: Instance has not been configured for application continuity. This error throws in 12.2 version but running fine in 12.1.

Any idea?

Except for contacting Oracle support?

The is not much information on the Interner about this error.
