Need Oracle API to insert data in Pa_Expenditure_Comments Table

We need to update the table pa_expenditure_comments (field 'expenditure_comment') in Project Module

Interco Accounts Payables(AP) invoices process do not update Item information in Comments at Expenditure Inquiry screen when imported to PA. There is a business need to have Item information updated for which the AP invoice is received from Provider OU.
