Fluid Open Enrollment - Changes post Submission Saving without Submit Enrollment selected

Hello All,

We are testing PT 8.58 and running Fluid OE (PUM 34).  We have noticed that while testing OE, if I submit my enrollment while the OE period is open, those changes as expected appear on the plan card, ODEM and the Benefit Statement Enrollment Preview.  If I go back, click on Re-Elect, make a change and then click on Cancel or Exit - these changes are still being saved to the plan card and ODEM.  The issue is that if the EE never hit submit enrollment, these elections should not save.  When I process the OE Event, the changes are
