Prerequisite check CheckActiveFilesAndExecutables failed error code 73 msvcr100.dll LOCKED - NOT!

Problem Description

Applying Windows Patch 30901451 on 18.x EE database Home.

Initial pre-requisite check passed with no conflicts. Ran procexp.exe and NO files under the Oracle_Home were in-use by any processes (all Oracle services shutdown).

Tried opatch apply. Got 3 messages saying 3 DIFFERENT msvcr100.dll files are locked and active. BUT! procexp.exe shows NONE of those three DLL files are locked! Instead a search in procexp for this DLL shows the same file-name in C:\windows\system32 is locked by three programs/processes (sqlserver.exe, Veeam endpoint service, and sqlwriter.exe).

So opatch is BUGGY (or patch CheckActiveFilesAndExecutables check is BUGGY), because NONE of the msvcr100.dll files under the Oracle_Home!
