C:cygwinbinchmod.exe: command not found : Is this working in 13.4?

Howdy All!

     The Windows agent install fails with "C:cygwinbinchmod.exe: command not found " in 13.3.

     Is this resolved in 13.4?

    I know a previous thread said to use the silent install, but that did not work for us.  Would have commented there, but comments not allowed.

    Would like to be able to use the standard agent install, so asking if fixed in 13.4.

   Looks like a very simple less than one hour to fix shell scripting error, so I am hoping it is resolved.
