What is the difference between Num_1099 and TCA_SYNC_Num_1099 in the Oracle R12 database?

What is the difference between Num_1099 and TCA_SYNC_Num_1099? We have a custom SQL report that has both columns, and we're trying to determine which column to use for the Tax ID number from the Accounts Payable module.
