What could make the parts list F3111 show 'H' - Hard Committed?

     We have operators creating Manufacturing WOs that will go in the following order -

P3009 -

     Manufacturing Constants -

          Backflush Options = 1

     Commitment Control -

          Split-Don't Cross Branch Boundaries

          Soft, Hard when Printing

1. Enter WO - P48013

2. Attach PL and Routing - R31410 (Commitments Processing Bypass = 1 in the processing options).

3. Print Work Order - R31410 (Commitments Processing Bypass = = 1 in the processing options).

  At this time, the parts list and routing are attached and the WO is in status 30 and the F3111.WMCOMM is set to 'N'.  Something over night that's on our scheduler is updating some WO's; not all, to 'H' and it's ALL items on the parts list.  The PID on the records in F3111 shows R31802A.  I've opened an SR with Oracle and they cannot assist.  I cannot replicate this issue manually running any UBEs that I think is causing the issue.  I have had our CNC setup DB journaling on the F3111 to take before and after images
