What is the procedure to move Enterprise manager cloud control 13c to another server?

I want to move Enterprise manager Cloud control 13c to another server.

Is that the right procedure?

1) Install Enterprise manager cloud control 13c on the new server.

2) Backup the database and restore the database on the new server.

3) Modify the agent on each nodes to point on the new server.  How  to do?
