PO Hdr Receipt Status is Partial, but order is Fully Received

We have a single line order, for 1 pc, that has been received.  The receipt shows that it has been fully received, but the PO header shows Receipt Status is Partial.

I've seen where there are other issues with the receiver not being able to interface receipts, but they do.  There are no errors.

Why does this happen?  What can be done to correct it?
