R47021 Record Invalid

Good morning, we are configuring 9.2 to begin supplier EDI.  We are in the testing phase and when we run R47002C, it populates the F47021 and F47022 but when the R47021 kicks off, we continue to get a "Record Invalid".

Does this refer to the record in the 855 file?  Or is it not finding the PO in the F4301/4311?

Secondly, if the data is in the F47021 and F47022, is it ok to just run the R47021 alone to problem solve?  Or does R47021 need to be called by the R47002C to run correctly?
