ChartField Inheritance Purchasing Control

What are the ChartField Inheritance Groups 'Purchasing Control Accounts' and 'Purchasing Expense Accounts' used for and what is their functionality? (Set Up Financials/Supply Chain > Common Definitions > Design ChartFields > ChartField Inheritance)  PeopleBooks explains how to set it up, but not what it is for.  Any help is appreciated.
