"EPMHFM-1659: You do not have the proper access rights to perform this task." when calculating submi

We have recently upgraded from 11.1.2.4.207 to 11.1.2.4.209 and users (who have no Review Supervisor role) started getting this error after pressing Calculate or Force Calculate on web forms displaying current and prior periods. The error is caused by prior period that is locked or at least submitted, but this was not the case with .207

It is strange that even simple Calculate (not Force Calculate) throws an error, in theory Calculate should only calculate impacted (current) period, so why does it matter that the previous period is submitted or locked.

Does anyone on .209 have the same issue and found any workaround? Is it possible to disable the message?
