Min/Max Report at Org Level vs Subinventory

We are currently running our Min/Max planning report at a subinventory level but are thinking about going to Org level.  I am curious of two questions.

1.  Can future orders be taken into account by the Min/Max report if ran at the org level.

2.  We currently have different Min/Max amounts for the same items at the subinventory level.  Is there a way to handle at the Org Level?
