How to create Standby enviroment Level 1 for OEM13cR3?

I have a database 12.1.0 with OEM13cR3. I need to create a standby enviroment to use in case of failure.

I just read in OEM13cR3 installation Guide that is possible to create a level1 HA. (OMS and repository database. Each resides on their own host with no failover.).

So my question is, on primary enviroment, i have database and oem13c running. So... on standby side, i just need to install oem too?

Please i need some help.
