hrc_dl_message_lines empty in HDL ERROR Report

I am running the HDL ERROR REPORT that uses the below query but it is not generating any result for one UCM CONTENT ID.

On checking, I found that fusion.hrc_dl_message_lines is not getting populated for this content ID.

Is there a particular reason why it did not get populated? I need the employee details for whom the error is generated.
