How to stop partial shipment using ship set or fulfillment set

We observed that, though we use ship set for few lines of sales order,

During ship confirm of single line of ship set. system shows warning message and allowed to complete ship confirm.

Actually we wanted system should not allowed to do ship confirm unless all lines of ship set will be ready for shipment

can you guide how to fix this.  Do we need to use combination of ship set and fulfillment. set.

Since we are doing pick release from shipping form only, system wont check ship set during release time.
