Permission to upload folders and files in Unifier v 19.7

The Upload folders and files option is not available when I try to upload documents.   Is this permissions?  If so, how do I grant permissions to upload foldes?   I have full access to DM.  Also, permissions on the folder to do everything in both folders and files.
