Updateable Withholding for NY not working

Hello,

We are setting up an 8.58.03 HCM environment on Image 34 and we are having an issue with state tax withholding form for NY.  The federal data for USA updates correctly, but when I try NY, everything works fine until I get an email from the system telling me that my tax withholding request for the state has failed, and to contact the Payroll Administrator.

I did map the company to the State, as is stated in the directions.
