Local Tax and Telecommuting - Is there a way to take local tax without taking State withholding for

The city of St Louis, Missouri imposes a 1% local tax for individuals working within the city limits.  Our Illinois residents have been working from home since March of 2020 due to COVID.  We have continued to take MO and the 1% St Louis City local tax on these Illinois residents.  Illinois has now mandated that we must begin withholding IL state taxes on these individuals who continue to work from home.  The City of St. Louis also mandates that we must continue withholding the 1% local tax from these Illinois residents (many believe this will be legally challenged).

Is there a way to take IL withholding and the city of St Louis local tax (65000) without taking Missouri withholding?
