Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. I am not able to QUIESCE the database in 12c . The same worked fine in 11g . Tried with both CDB and PDSs.

SQL> ALTER SYSTEM QUIESCE RESTRICTED;

ALTER SYSTEM QUIESCE RESTRICTED
