F4074 backorders

I'm working on a report to pull data from the F4211 and F4074 and trying to use the line number to match records.  I came across an order where the line was partially backordered and split.  So, there were two lines, 1.000 and 1.001, in the F4211 but the F4074 only has a single record for line 1.000.  Is this as expected?
