F4822 Not populated

Has anyone run into a situation where the F4822 is not populating at all for Contract Billing, even though there is data in the F4812, F4812H? We recently installed Update 4 (UN4). Now voiding invoices, release retention, etc. is nearly impossible. Most of it seems to point that their is no history in the F4822, which only started populating AFTER the updates were installed.

This is a head scratcher.
