Weblogic Upgrade from 12.2.1.0 to 12.2.1.4 with SVM/JAS 9.2.1.x

Hello Everyone - Has anyone done Weblogic server upgrade (12.2.1.0 to 12.2.1.3/12.2.1.4) when Server Manager (windows) using Tools Release 9.2.1.x JDE and HTML (Linux) JAS using 9.2.1.x tools, our SVM and JAS running on old 12.2.1.0 weblogic, we are planning for latest tools upgrade 9.2.4.x. In order to do this upgrade we are looking for best practice, whether doing weblogic upgrade first where existing SM/JAS server running then upgrade to new JDE Tools or doing the separate weblogic 12.2.1.4 install and install new JDE tools on it and configure JAS ini setup? Which one would be the best way to do it?

We have tried to do weblogic 12.2.1.4 upgrade on SVM machine and getting domain upgrade failed error message while running reconfig.cmd in windows 2012 R2 machine:
