Followup Activity Collection element not working

We have the Followup Activity (Seeded Element) in the collection plan and we are defaulting an 'Activity' value. The Asset Number-Activity association exists. But the WO is not generated if there is a default value for the activity. When we remove the activity value, the WO is generated. Any idea why this is happening?   Thanks
