Server Manager Download Only Has Disk1?

I am installing a new Server Manager (not upgrading an existing). I downloaded 9.2.4.3 and it only extracted a Disk1. The installation guide shows Disk1 and Disk2.Does the new version only have a Disk1?  What did I do wrong and should I be downloading a different version of Server Manager?
