User with no default Business Unit in User Preferences is unable to Create Requisition

Hi all,

We are currently working on updating to PeopleSoft 9.2.36 with PT 8.57.14. Along with this update we're implementing Fluid ePro to replace the classic version we're currently using. We don't use catalogs or inventory, so we have the initial page set to take users to the Special Request page.

We have users that enter ePro requisitions for more than one business unit, so currently these users don't have a default Business Unit in their Overall User Preferences. In classic ePro, when these users navigate to the Create Requisition component, they're able to Add a New Value and select a Business Unit (screenshot below).
