Notification URL routes to Classic not Fluid

Hello -

I'm running into a scenario in which a generic template notification..the url variable %1 --- sends the user to the classic page not fluid.  (sends to classic View Expense Report page).  Is there setup or security I'm missing to ensure notification urls route to fluid pages?
