Which SID do you use for the section 2.4 After the Database Upgrade in 2552181.1

I am following MOS Doc 2552181.1 for upgrading our 11.2.0.4 DB to 19c. I am in Section 2.4 After the Database Upgrade.

In that section is the validate ebs_logon trigger, post patch install, adgrants.sql, and  create CTXSYS to name a few. It does not say which database to connect to and I want to be certain I am doing this right.

If you could tell me if it will always be the CDB or the PDB, I'd really appreciate it. If it is a mix, I'd love to see an update to the MOS doc.
