Oracle Applications Manager differences in 2 systems cloned from the same source.

Hi, I'm not sure if this is the right forum to ask, hope it is.

We have a 2-node (1 db/concurrent, 1 forms/web) production system running EBS 12.1.3 on Linux x86-64.  I created two more systems by using RapidClone, and I'm having an issue with Oracle Applications Manager: in one clone (named PROD), from the Dashboard I'm able to click on the green checkmark under Concurrent Processing, and then click on any of the Managers to view the details:

On the other clone (TEST), when I follow the same navigation, I get this:

As you may see, the different category names are missing, and no links are enabled for the different manager names.
