Item substitute in BOM for Active ingredient

I have a component item which has a substitute item and it is added to the BOM using Product substitutes. The Item is active ingredient.

The order quantity in BOM for component is partially available however it is allocated fully from the substitute item.

Item A - Order quantity in BOM is 40 The current availability for the  component item is 20

Item B is used as Substitute for Item A . The ordered quantity is fully allocated from Item B rather than allocating from 20 available quantity from Item A.

The item substitute is working correctly for Non Active Item. We are facing issue with allocation of item only for Active ingredient items.
