MDBUtil: GI Management Repository configuration tool - ora.crf not created

Hello,

we have installed 19c GRID infrastructure fresh, without creating MGMTDB during GRID fresh install. Afterwards we wanted to create MGMTDB with mdbutil.pl and ran into the following error:

./mdbutil.pl --addmdb --target=+MGMT

.....

.....

....

[FATAL] PRCR-1071 : Failed to register or update resource ora.chad
CRS-2922: The attribute 'START_DEPENDENCIES_RTE_INTERNAL' is not supported for resource type 'ora.chad.type'.

==> we fixed this with workaround from MOS DOC MGMTDB CREATION FAILED WITH ERROR "PRCR-1071" AND "CRS-2922: THE ATTRIBUTE 'START_DEPENDENCIES_RTE_INTERNAL' IS NOT SUPPORTED FOR RESOURCE TYPE 'ORA.CHAD.TYPE' (Doc ID 2663673.1)

then we were able to create MGMTDB with "./mdbutil.pl --addmdb --target=+MGMT", but as we have no root password the
