19c cluster unable to stop the services CRS-2679: Attempting to clean 'ora.qosmserver' on

Hi all

We have two node rac on Linux  with 19c custer upgraded recently .

When I'm trying to stop the cluster on node1 it errored out CRS-2679: Attempting to clean 'ora.qosmserver'   , cuv  but it stopped

Later I  brought up the services on node1 and tried to stop the services on node2  .Crsctl stop crs -f also failed with errors

CRS-2679: Attempting to clean 'ora.qosmserver' on '

currently I'm not able to bring up the services on node2

[root@rac02 ~]# crsctl start crs

CRS-4640: Oracle High Availability Services is already active

CRS-4000: Command Start failed, or completed with errors.
