synonym AD_UTIL_PARAMS invalid after every adpatch run

It's been forever that I've seen the "AD_UTIL_PARAMS" become invalid, after running adpatch. I see adpatch compile invalids, at the end of the session, but still this one object is invalid. And, it causes other ones to become invalid as well.

If you then (after adpatch has completed) do a compile all, the issue is gone, but it will come back at the next adpatch ...

What's the final fix for this issue, if any ?

Version; 12.1.3, mostly on latest product levels, maybe missing one out here and there ..
