Receiving error:

Message 3511 not found; No message file for product=NETWORK, facility=TNSTNS-03505: Message 3505 not found; No message file for product=NETWORK, facility=TNS

ORACLE_HOME, Path, and  TNS_ADMIN are correct

Do not have anything for regedt32 or regedit

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Oracle

Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Oracle\ODP.NET.Managed\4.122.19.1

What am I doing wrong?
