Installation update of 20.5 siebel crm on top of siebel IP17.x postdbutility is failing

I started installing siebel 20.5 on top of siebel 17 i had siebel enterprise server ,gateway and web client and api in C:/siebel home

then i installed server on ses home and api home using server image and same is done for web client and tools .

but while installing ses on top of c:/siebel/ses i got an error Post Installation Database Setup execution failed. so after installing server and web client ses api and tools i did postintsllationdb utility but it keeps failing with wrong username and password .

ODBC error 28000 in SQLConnect:

[tp][ODBC Oracle driver][Oracle]ORA-01017: invalid username/password; logon denied
