OEM13c: Database Target Status Shows "Dynamic Category property error" In 13c Cloud Control for addi

Hello,

We have a OEM with version 13.2 to monitor some databases whose version number are mostly 12.2. However, recently we upgraded one of the database to version 19.0, the target was in error status (Availability Evaluation Error) ever since it upgraded. And I also found error messages like below from the agent log.  I 've tried to re-deploy, reload the agent , but it didn't help.

And I also read below article, but it descripted a case 13C was adding a lower version target database, for my case, my target database is with newer version (19C), so that article really didn't help.

Meanwhile, I noticed that view DBA_REGISTRY_SQLPATCH with 19C is totally different with what it was with version 12.2
