CSR-5019 ASM is only starting up 1 node at a time

ENV:

2 node Oracle 19c RAC patched to April 2020 PSU (19.7.0.0)

RHEL 7 (7.5)

Disks are managed via ASMFD (asmlib was not an option for us)

ISSUE:

Following the loss and recovery of my vote disk and ASM spfile I am now only able to start CRS on one node at a time.  The second node displays the following error in the CRS alert.log

    CRS-5019: All OCR locations are on ASM disk groups (<dg>), and none of these disk groups are mounted Details are at <trace file>

During the startup process on the second node, there is no attempt to start ASM.  However, I can manually start ASM without issues
