How to allow administrator access performance page in PDB

in Managing Databases using Enterprise Manager (MOSC) Question

Hi,

  We just upgraded E-Business suite database to Oracle 19c (multi-tenant). The administrators no longer can access the performance page. Before upgrade, we  setup a prefer credential in the database for these administrators to access the database's performance page. After database upgrade, because the credential is in PDB and the administrators no longer can access the performance page. Please advise.
